If you want to discharge commercial/industrial wastewater into a public wastewater facility or sewer system, you usually need a permit.

If you want to discharge wastewater into a public wastewater system, you need a permit. Under certain conditions, the permit requirement does not apply.

For certain industries and activities (such as chemical industry, paper production, metal processing, cooling water use), pollutants are to be expected in the wastewater that are not sufficiently purified in a municipal wastewater treatment plant. Requirements for this are specified in the industry-specific annexes to the Wastewater Ordinance.

To meet these requirements, special measures and wastewater pretreatment facilities are needed to reduce the pollutant load so that the wastewater can then be treated without harm in a public wastewater treatment plant.

The cities and municipalities obliged to dispose of waste water for indirect discharges also grant a statutory permit for the discharge of wastewater into their respective public wastewater treatment plants, which may contain further requirements.

Erforderliche Unterlagen

  • Application

The other documents required depend on the wastewater (for example, industrial wastewater or commercial wastewater) that is to be discharged into the public wastewater system. More detailed information can be obtained from the responsible office.

If applicable:

  • Information on the production of the discharging plant
  • Information on the wastewater produced, the sewers and the pre-treatment facilities provided for.

Voraussetzungen

The permit may only be issued if

  • the requirements of the Wastewater Ordinance applicable to the wastewater are met,
  • the public sewage treatment plant can adequately treat the wastewater, and
  • the wastewater is pretreated at the discharging plant, if necessary, in such a way that the preceding requirements are met.

In addition

  • the discharge must be approved by the sewerage operator.
  • The discharge must not endanger personnel working at the waste water treatment plant, damage plant or equipment or interfere with the operation of the sewage treatment plant.
  • The water purified in the public sewage treatment plant must not harm the environment and the receiving water.
  • The sewage sludge must be safely disposed of.

Kosten

Gebühr: 50€ - 3.000€
The costs for "approval of an indirect discharge according to § 58 Abs. 1 WHG" are between € 50.00 and € 3000.00 according to the State Ordinance on Fees in the Field of Environmental Law of 28 August 2019, Annex Special Fee List in the Field of Environmental Law Section 11.6.6. Additional expenses (costs of formal service or public notices) may be incurred.

In Rhineland-Palatinate, the following applies:

  • The responsible structure and approval directorate North or South, explains the approval procedure for indirect discharge.
  • You prepare the application documents with the help of a specialist planner and submit them.
  • The responsible structure and approval directorate will check your application documents. If necessary, submit the required documents later.
  • Your subsequently submitted documents will be checked.
  • The approval is drawn up on the basis of the examination and, if necessary, subsequently submitted application documents.
  • You will receive a notification of approval for indirect discharge.
  • You pay the administration fee.

Bearbeitungsdauer

It is expected that the processing time will be at least 3 months.

The processing time is delayed if documents have to be submitted later.

Frist

Your application must be approved before discharging wastewater into a public sewage plant. Therefore, submit the application in good time, at least six months before the discharge of the wastewater into a public sewage plant.
