The Harvesting Authorization Register (EZR) is an official public register. It shows the harvesting possibilities for forest reproductive material (e.g. for harvesting seeds or for obtaining wildlings or cuttings) in Rhineland-Palatinate.
According to the Forest Reproductive Material Act (FoVG), forest reproductive material of the most important forest tree species may only be marketed in Germany if it has the appropriate approval. For approval, the trees or parts of the forest from which the reproductive material originates are tested on the basis of a comprehensive list of criteria and approved for the production of reproductive material if the required standards are met.
- An informal, written application for approval in accordance with the FoVG.
- A map at a scale of 1:10,000 or 1:5,000 with the part of the forest to be assessed marked and a map without marking (blank).
- Forest location sheet of the operational planning, from which information such as forest location, forest owner, tree species, area, age, altitude, etc. can be seen.
The following fees are charged for approvals in private and communal forests as well as for special-purpose associations in accordance with the state ordinance on the fees of the state enterprise "Landesforsten Rheinland-Pfalz" (special fee schedule):
166.50 euros for one/the first decision on the approval/approval unit, each additional approval unit of the same forest owner assessed on the same day 55.50 euros.
The upper forestry authority (central office of the forestry administration) based in Neustadt an der Weinstraße is responsible for issuing licenses in Rhineland-Palatinate.
