Anyone wishing to transfer monkeys and semi-monkeys (primates) as well as semen, embryos and eggs to other EU Member States needs a licence to do so.
If you
- monkeys and semi-monkeys (primates) and products derived from these animals;
- semen of cattle, pigs, horses, sheep and goats, or
- Embryos and oocytes of cattle, horses, pigs, sheep and goats
to other EU Member States, your business needs a licence from the competent authority.
To obtain admission, you must meet the necessary requirements.
Poultry establishments from which poultry are moved to another Member State for purposes other than slaughter are also subject to authorisation. Hatcheries from which hatching eggs or poultry are to be moved to another Member State also require authorisation.
If you

You can submit an application for admission to the competent authority without any specific formal requirements. Floor plan (at least sketch) of the business premises(s) with legend (name of the premises)
In order to obtain approval, several requirements must be met, including operation, management and animal health.
If necessary, the competent authority will advise you on the necessary requirements for the approval of your business.
As a rule, the procedure is as follows:
- Submit an informal application by post or e-mail for the approval of your company or institution
- You will then be contacted by phone to arrange an on-site appointment
- After the appointment, you will receive information about the approval or rejection of your application
Within one month of notification, an appeal against the decision may be lodged with the competent administrative court (the competent administrative court is the administrative court in whose district the business is located) in writing or for the record of the clerk of the court's registry. The action may also be brought with a qualified electronic signature by transmission via the court's electronic judicial and administrative mailbox (EGVP).
Anyone wishing to move monkeys and semi-monkeys (primates) and germinal products (semen, eggs, embryos) to other EU Member States needs a licence to do so.
Poultry establishments from which poultry is moved to another Member State for purposes other than slaughter shall be subject to authorisation.
Hatcheries from which hatching eggs or poultry are to be moved to another Member State must be authorised.
