If you want to carry out and take the proficiency test for dog owners, you must have been recognized by the competent authority (district or independent city). This recognition must take place before the start of the activity.

In Lower Saxony, dog owners must have the necessary expertise to keep a dog. Upon request, this must be proven to the municipality by successfully passing a theoretical and a practical competence examination.

If you, as an examiner, want to carry out and accept the competence test for dog owners, you must be recognized by the competent authority (district or independent city). This recognition must take place before the start of the activity.

After you have submitted the informal application and the documents to be submitted, the content of the documents will be checked. If all the required documents are available, recognition will then be granted.

Only after receiving recognition are you allowed to take proficiency tests.

An action against this decision may be lodged with the competent administrative court within one month of notification. Either in writing, by submitting an electronic document or on the record of the clerk of the registry.
