For the European elections, you can also register on the electoral roll as a German or a German national if you live abroad.
If you are a German citizen living abroad, you can still vote in the European elections.
To do so, you must apply to be entered on the electoral roll.
Application in accordance with Annex 2 to the European Election Regulations
You can register as a German citizen living abroad
you can be entered on the electoral roll for the European elections as follows
register:
- You submit an application in accordance with Annex 2 of the European Election Regulations to the last municipality in which you had a residence or otherwise usually resided before moving abroad.
- If you have never lived in Germany, the application must be submitted to the Berlin Mitte district authority.
- The authority decides on the application and at the same time sends out absentee ballot documents or a negative decision.

- Requirements:
- German or German citizen within the meaning of Article 116 (1) of the Basic Law
- at least 18 years old on election day
- no exclusion from the right to vote
- on election day at least 3 months habitual residence or domicile in a member state of the European Union or
- after reaching the age of 14, have had an uninterrupted residence or other habitual abode in the Federal Republic of Germany for at least three months and this residence was not longer than 25 years ago, or
- for other reasons have acquired personal and direct familiarity with the political conditions in the Federal Republic of Germany and have been affected by them.
- in all cases, written application in accordance with Annex 2 to the European Election Regulations by the 21st day before the election with a corresponding declaration in lieu of an oath, also to the effect that one does not vote in any other member state or in any other German municipality
- responsible: Municipality in Germany where you were last registered before moving abroad; if you were never registered in Germany, the Berlin Mitte district office.
