If you, as a recognized breeding association or recognized breeding company, wish to make changes to an existing breeding program, you must notify the competent authority.
You must notify the competent authority of any planned changes to your approved breeding program. In doing so, refer to the approval granted to you for the previous breeding program.
Make it clear at which points of the breeding program you wish to make changes.
You can submit your changes in writing or - if possible - online to the competent authority, which will then review them. If the authority raises no objections within 90 days of your submission, your changes are deemed to have been accepted.
As a breeding association or company, when making changes to breeding programs, you must also ensure that the farms participating in your programs are informed of the changes in a timely and transparent manner as soon as they are approved.

The documents must be submitted in writing, either on paper or in electronic form. Required documents:
- Breeding program in written format (preferably as a Word file) with color-coded changes
- Written application for changes to the breeding program
- Extract from the minutes of the decision-making body responsible according to the statutes

The fees are charged in accordance with state law and are calculated on a time and material basis.
Once the application has been received, the authority will check your documents to ensure that all requirements have been met. If necessary, the authority will request additional information or corrections.
If all requirements are met and there are no objections, the authority will grant you approval for the breeding program.
You will be informed of the decision and can then start implementing the amended breeding program.
If the authority raises no objections within 90 days of your submission, your changes are deemed to have been accepted.
An appeal against this decision may be lodged with the administrative court within one month of notification. The action is to be directed against the Chamber of Agriculture of Lower Saxony, Mars-la-Tour-Straße 1 - 13, 26121 Oldenburg."
