If you wish to exhibit animals at different locations, you must notify the competent authority in advance of any change of location.
Special obligations apply to events with animals. As the organizer of certain animal events, you must report any change of location. This includes
- Circuses (commercial and non-commercial)
- the commercial exhibition of animals
- and other establishments where animals are put on display
You must notify the competent authority at the venue of these types of animal events at changing locations prior to arrival.
Events involving livestock (cattle, pigs, sheep, goats, horses, etc.) must be notified to the competent authority at least 4 weeks in advance.
Under certain circumstances, the competent authority may restrict or prohibit events of this kind.
This may be necessary, for example, to combat animal diseases. The competent authority will inform you of any restrictions or bans.

For the commercial exhibition of animals and commercial circus operations, a permit in accordance with the Animal Protection Act (§ 11) is required prior to commencement of the activity, which must also be applied for from the competent authority.
You must notify the change of location of circuses (commercial or non-commercial) and other facilities for the display of animals at changing locations. You must notify the competent authority of the intended place of residence of the change of location at the latest when leaving the previous place of residence. You can submit this notification informally.
If you wish to submit the notification informally:
Describe your request, giving all the necessary information:
- Details of the organizer and the person responsible
- Place, time and period of the event
- Details of the animal species exhibited
- Details of the rooms and facilities intended for the exhibition
Submit the required evidence.
Send the application to the competent authority by e-mail or post.
Your notification will be received by the competent authority.
You will receive a confirmation.
The competent authority will contact you if there are any queries regarding the notification.
In the event of a restriction or ban, you will receive a reply.
Any change of location must be reported to the competent authority when leaving the previous location.
This is a notification obligation that does not initially provide for an administrative act. Only if it turns out that, for example, the exhibition must be banned for animal health reasons, would an administrative act be issued - but this is not the rule.
Legal action is then available as a legal remedy.
