If you wish to organize an event with livestock, you must notify the competent authority in advance.
Special obligations apply to events with livestock.
Livestock includes all farm animals such as cattle, pigs, poultry, horses, sheep and goats.
As the organizer of a livestock exhibition, a livestock market, a livestock show, a competition with livestock or an event of a similar nature, you must notify the competent authority of the event.
You must state the type of event in the notification.
The competent authority may restrict or prohibit the events if this is necessary for reasons of animal disease control. The competent authority will inform you of any restrictions or bans.
The events are monitored by the competent authority. Fairgrounds and weekly markets at which livestock is only traded on a small scale may be exempted from supervision by the competent authority.
For the commercial display of animals, a permit in accordance with the Animal Protection Act is also required prior to commencement of the activity, which must also be applied for from the competent authority.
When registering the event, you must provide details of the organizer, venue and animals. A form can be used for this purpose.
It must be one of the following livestock events:
- livestock exhibitions
- cattle markets
- livestock shows
- Competitions with livestock
- Events of a similar nature
The animals must be classifiable as livestock. Livestock includes the animal species listed in § 2 No. 4 of the Animal Health Act.
The event must be notified to the competent authority in writing or electronically at least 4 weeks in advance.
The provisions of Section 2 of the Livestock Traffic Ordinance apply to the livestock event.
The notification can be submitted informally in written or electronic form using an event notification form.
The following information about the event must be provided on the form:
- Name and contact details of the organizer
- Venue of the event
- Date of delivery of the animals and the event
- Type of event
- Species and number of animals
- Origin of the participants or animals
If you wish to submit the notification informally, please describe your request and provide all the necessary information:
Send the notification by e-mail or by post to the competent authority.
Your notification will be received and processed by the competent authority.
The competent authority will contact you in the event of any queries or necessary amendments to the notification.
A separate permit is not required. The competent authority will send you a letter, possibly with conditions and ancillary provisions in the event of a restriction or prohibition.
This is a notification obligation that does not initially provide for an administrative act. Only if it turns out that, for example, the exhibition must be banned for animal health reasons, would an administrative act be issued - but this is not the rule.
Legal action is then available as a legal remedy.
For events with livestock, event organizers are subject to the obligation to notify.

The event must be notified at least 4 weeks in advance.
Events must be reported to the competent authority; for regional events (animals come from the district/city in which the event takes place) this is the local veterinary office of the district/city, for supra-regional events (animals come from all over Lower Saxony, and/or from other federal states, and/or from other member states) the LAVES is the competent authority.
