If you are active as a showman, "flying trader" or owner of a market stall, i.e. if you offer your services or goods at constantly changing locations, you are operating a traveling trade. To do this, you need a traveling trade license.
You must carry this with you when carrying out your activity and present it to the local competent authority on request. As an employer, you must hand over a duplicate or a certified copy of the traveling trade card to employees in your company who have direct customer contact without your presence or who work at a different location to you.
If you, as an EU citizen, are only temporarily working across borders, you do not need a traveling trade card.

The competent authority may request further documents in individual cases.
An administrative fee of between EUR 54.00 and EUR 679.20 is charged for the issue of a travel trade license (Ordinance on Administrative Fees in the Division of the Minister for Economic Affairs, Labour and Energy [MWAEGebO] Section 2.2.9 ff.).

Anyone wishing to operate a traveling trade requires a permit (traveling trade card). The traveling trade license may be restricted in terms of content, issued with a time limit and subject to conditions, insofar as this is necessary for the protection of the general public or consumers. Under the same conditions, the subsequent inclusion, amendment and addition of conditions is also permitted.

The duties of the local regulatory authorities are carried out by the local authorities, the independent municipalities, the association municipalities, the co-administrating municipalities and the independent cities (Section 3 of the Regulatory Authorities Act - OBG).
