Parking facilities can be granted for severely disabled people with exceptional walking disabilities, bilateral amelia or phocomelia, or with comparable functional limitations, as well as for blind people in the form of an EU parking permit ("blue parking permit").
Severely disabled persons who are equivalent to the above-mentioned group of persons (special groups of severely disabled persons) can be granted parking facilities – limited to the federal territory ("orange parking permit").
The parking permit offers a wide range of special parking rights, e.g. free parking in areas managed by parking space.
The parking permit is personal and may only be used in the presence of the authorized person(s), regardless of the vehicle used.
- Application (to be requested from the competent authority)
- Copy of severely disabled person's ID card or copy of the pension office's decision
- Copy of identity card
- up-to-date photo (only for EU parking permit)
- If applicable, a certificate of equality from the pension office
- If applicable, a power of attorney or the supervisor's ID card
Additional documentation may be required.
- You are a severely disabled person with an exceptional walking disability and have a driving licence or
- You belong to one of the following groups of people:
- blind people;
- severely disabled persons with bilateral amelia or phocomelia, or with comparable functional disorders, whereby the time limits that require the parking disc to be operated do not apply, or
- You belong to one of the following groups of people:
- severely disabled persons with the marks "G" and "B" and a degree of disability of at least 80 for functional disorders of the lower limbs (and lumbar spine alone, insofar as they affect the ability to walk);
- severely disabled persons with the marks "G" and "B" and a degree of disability of at least 70 for functional disorders of the lower limbs alone (and the lumbar spine, insofar as they affect the ability to walk) and at the same time a degree of disability of at least 50 for functional disorders of the heart or respiratory organs;
- severely disabled people suffering from Crohn's disease or ulcerative colitis, if they have a degree of disability of at least 60;
- severely disabled persons with an artificial anus and at the same time artificial urinary diversion, if there is a degree of disability of at least 70.
The application for a derogation must be submitted to the locally competent road traffic authority.
