Bauvorlageberechtigte Ingenieure; Anzeige der Aufnahme der Tätigkeit als auswärtige/-r Bauvorlageberechtigte/-r

Before working in Bavaria for the first time, external authorized building presenters must report the commencement of their activities.

Foreign service providers, i.e. persons who are legally established in another member state of the European Union or a state with equivalent status under an agreement and who travel to the Free State of Bavaria for the temporary and occasional provision of services, are entitled to submit building plans without being entered in the list of persons authorized to submit building plans under certain conditions and must be entered in a list of service providers.

• Required documents
  • Proof of identity by photocopy of identity card or passport
  • Proof of sufficient insurance cover for the area of application in Germany
  • If the activity of the building design authorization is regulated in the country of establishment:
    • Proof of training and/or professional experience
    • Confirmation from the competent body (authority/chamber) that the establishment as an authorized building designer is legal and that the activity is not prohibited, not even temporarily.
  • In the case of activities not regulated in the country of establishment of the building design authorization:
    • Proof of studies in civil engineering in the form of photocopies of degree certificates / diplomas, certificates and diploma supplement including subject overview
    • Proof of practical experience of at least one year in the preparation of construction documents (object planning in the service phases of design and approval planning) for buildings (project list, work certificates)

  If the required certificates were not issued in German, an additional translation by a publicly appointed and sworn translator:

The list of foreign persons authorized to submit building documents is kept after notification,

• in the case of activities regulated in the country of establishment, anyone who has completed training and/or professional practice in the EU member state or an equivalent country that is required in that country in order to be authorized to prepare building documents for all buildings.
• in the case of activities not regulated in the state of establishment of the building design authorization who
  • has completed a course of study of at least 6 semesters standard period of study in civil engineering at a university/college in an EU member state or a state with equivalent status and
  • after completing their studies, have been employed full-time for at least one year in an EU Member State or a country treated as such during the previous ten years in the practical preparation of construction documents for buildings.

• Certificate of entry in the list of external authorized building designers: EUR 40.00
• In case of prohibition of activity: 350.00 EUR

The notification must be submitted to the Bavarian Chamber of Civil Engineers in text form before the service is provided for the first time.

The documents are then examined by the registration committee of the Bavarian Chamber of Civil Engineers and a decision is made on entry in the register.

The Bavarian Chamber of Civil Engineers issues a certificate of entry in the register for a limited period of five years, which can be extended on request.

If the requirements are not met, the preparation of building documents may be prohibited.

The notification must be made before the service is provided for the first time.
