Purpose

The purpose of the grant is to promote literacy courses for asylum seekers, tolerated persons and recognized asylum seekers with a residence or habitual abode in Bavaria of less than two years as far as possible throughout Bavaria. The aim is to teach these people to read and write German as early as possible.

Object

Funding is provided for literacy courses for asylum seekers, tolerated persons and recognized asylum seekers (residence/habitual residence in Bavaria for less than two years).

Recipients of funding

All legal entities under public and private law are eligible for funding. The latter must be recognized by the tax authorities as a non-profit organization; proof of this must be enclosed with the application documents.

Eligible costs

  • Cost item 1.1: For each proven teaching unit (=. 45 minutes) for the implementation of the "Literacy courses for asylum seekers - Alpha Asyl", a lump sum of EUR 42.23 can be applied (this also includes the hours of the learning level assessment or performance assessment).
  • Cost item 1.2: For each proven teaching unit (= 45 minutes) for socio-educational support or general assistance for the participants, a lump sum of EUR 42.23 can be charged.
  • Cost item 2: Max. 50 euros (lump sum) for each proven project leader lesson (= 60 minutes):
    • for courses up to 100 teaching units additionally up to 10 project leader hours,
    • for courses up to 150 teaching units additionally up to 15 project leader hours,
    • up to 20 additional project manager hours for courses of up to 200 teaching units.
  • Cost item 3: In cases where childcare is provided during lessons or during socio-educational support or general assistance, a flat-rate expense of EUR 25 per teaching unit (= 45 minutes) of proven childcare can be recognized. If it is proven that a second childcare worker is required, the lump sum can be doubled.
  • Cost item 4: 5 euros (lump sum) per proven teaching unit (= 45 minutes) for equipment and teaching and learning materials
  • Cost item 5: Indirect costs are eligible for funding at a flat rate of 12% of the direct costs (cost items 1-4).

Type and amount

The grant is awarded as project funding in the form of lump-sum proportional funding. The grant from the Free State of Bavaria can amount to a maximum of 90% of the eligible lump-sum total costs. The own funds must amount to at least 10%.

Erforderliche Unterlagen

  • The following documents are required:

    • Project concept
    • References from the project sponsor or proof of certified quality management, auditing or seal of approval
    • The status as a state-recognized provider of adult education in accordance with the Bavarian Law on the Promotion of Adult Education (BayEbFöG) is also sufficient for this purpose.
    • Proof of qualifications of the educational staff employed
    • Contact list of actors / institutions
    • Cost and financing plan
    • Provisional list of participants
    • Form "Priority check for integration courses of the BAMF" for participants who belong to the narrower target group of "Literacy courses for asylum seekers - Alpha Asyl"

Voraussetzungen

  • The target group is all foreigners aged 15 and over who are entitled to benefits in accordance with Section 1 of the Asylum Seekers' Benefits Act (AsylbLG); in addition, all persons entitled to asylum, recognized refugees, persons entitled to subsidiary protection, persons with a residence permit in accordance with Section 24 of the Residence Act or a corresponding fictitious certificate and persons with a residence permit in accordance with Section 22 of the Residence Act or a corresponding declaration of acceptance by the Federal Republic of Germany who have been resident or habitually resident in Bavaria for less than two years (narrow target group).
  • If there is actually access to literacy courses elsewhere, in particular to special integration courses, these courses should be given priority.
  • If a participant has access to educational opportunities at school, they can still take part in a literacy course, provided that this does not affect their participation in the school course. The "Literacy courses for asylum seekers - Alpha Asyl" are to be used by the target group defined above with priority over the "ALPHA+ besser lesen und schreiben" funding program of the StMUK.
  • Persons from safe countries of origin according to § 29a AsylG and Annex II to the Asylum Act are not eligible to participate.
  • The funding recipient must submit a concept using a sample form that takes into account the specific local situation and the need for the project, describes the course content, provides for timely implementation of the measure and describes the learning and performance level of the course participants.
  • A course is only eligible for funding if there are at least three participants who are present for the entire duration of the project. A course must be designed for a minimum of 60 and a maximum of 200 teaching units of 45 minutes each; the learning and performance level of the participants must also be assessed within this framework. The following additional teaching units (TU) can be claimed for socio-educational support or general assistance in all life situations:
    • for courses of up to 100 teaching units, up to an additional 30 teaching units,
    • up to 35 additional teaching units for courses of up to 150 teaching units,
    • for courses with up to 200 teaching units, up to an additional 40 teaching units.
    Up to 30 percent of the teaching units can be held using alternative learning methods (e.g. in online format). If the course includes teaching units to compensate for basic education deficits in mathematics and economics (e.g. handling money), these must take place as part of the regular lessons.
  • Teachers must
    • have a degree in education (e.g. teaching degree, educational science, social or remedial education) or
    • a degree in "German as a second language" or "German as a foreign language" or linguistics
    • or have completed at least four semesters in one of the above-mentioned degree programs
    • or have several years of professional experience in basic education or language teaching
    • or in adult education or be trained learning or language mentors.
  • In addition, the teachers need
    • a successful basic qualification in literacy/basic education (ProGrundbildung)
    • or an approval from the Federal Office for Migration and Refugees for literacy courses
    • or another qualification for literacy courses.

The funding recipient must keep a class register and list of participants.

Verfahrensablauf

The application must be submitted to the government of Lower Bavaria.

The Government of Lower Bavaria is responsible for the implementation of the project as well as the approval, proof of use and reclaim procedure.

The application for funding must be submitted to the government of Lower Bavaria via the online procedure. Until the online procedure and the associated forms are available, applications must be submitted in writing. The necessary forms can be requested from the Government of Lower Bavaria until then.
