Training centers that wish to offer the accelerated basic qualification and/or further training within the framework of the professional driver qualification law require state recognition by the government of the Upper Palatinate.
State-recognized training centers may offer the accelerated basic qualification and/or the advanced training that is generally required for road haulage and passenger transport on public roads with motor vehicles for which a C1, C1E, C, CE, D1, D1E, D or DE driving license is required.
Professional drivers can provide proof of participation in a training course by means of the driver qualification certificate commissioned by the competent district administrative authority and produced by Bundesdruckerei.
- The following documents must be submitted with the application:
- Business registration (copy)
- Current excerpt from the commercial register, if relevant
- Certificate of good conduct (document type "N") of the holder of the recognition / the responsible manager of the training facility and, in the case of legal entities, for all managing directors
- for further training and accelerated basic qualification: current training program / the curriculum for further training
(overview, in which the areas of knowledge are provided with the respective hourly rate and the hourly or training plan) - Statement or request for confirmation of the teaching material and teaching aids used (e.g. laptop, beamer, documents from publishers, own material, simulator, own vehicles, vehicles of a third party or customer vehicles)
- if own vehicles are used: Registration certificates (vehicle registration document) and confirmation that these vehicles are roadworthy and TÜV-tested.
- if vehicles of a third party are used: Transfer of use
- Proof of the qualifications of the instructors used (e.g. by means of driving instructor certificates with the latest driving instructor training, certificates or degrees as a master of motor traffic, nutritionist, paramedic, police officer, etc. or other relevant degrees/master's titles)
- Driving licenses of the instructors (copy)
- If premises are approved:
- Floor plan from blueprint (include square footage, no pencil drawing or similar).
- Pictures of the seating and seating arrangement (from the point of view of the instructor and from the point of view of the participants)
- If space is not owned by the training facility: Usage transfer agreement
- Information on the exact address, location (floor) and designation of the training room
- If the training room is part of a restaurant: Confirmation from the restaurant that the classroom will not be used as a passageway during BKF instruction, nor will it be entered for hospitality purposes.
Training centers for the accelerated basic qualification and/or further training are recognized by the state if
- they have the personnel and material requirements for teaching the knowledge and skills required for the accelerated basic qualification and/or further training,
- they employ sufficient teaching staff in reasonable proportion to the number of participants in the initial and continuing training,
- suitable classrooms and suitable and sufficient teaching materials are available for each participant to carry out the lessons,
- continuous further training of the teaching staff is guaranteed and
- there are no facts that speak against the personal reliability of the applicant.
Fees depend on the administrative costs: EUR 51.10 - 511.00
Expenses (if applicable for postal delivery certificate) are charged in accordance with the scale of fees for road traffic measures (GebOSt).
The application must be submitted to the Government of Upper Palatinate in writing or electronically (by e-mail). If the requirements are met, state recognition will be granted in the form of a notification.
