Would you like to invite a foreign guest who requires a visa? Find out when and how you must submit a declaration of commitment here.
If you want to invite a foreign visitor who needs a visa to enter the country, it is usually necessary for you to submit a declaration of commitment to Hamburg Service.
With this declaration, you undertake to ensure the visitor's livelihood, including benefits in the event of illness, for the duration of your stay.
You can only contact the Hamburg Service responsible for your place of residence. The Bergedorf and Billstedt locations are exceptions. There, please send an e-mail to the Department for Foreigners Affairs.
The visitor is required to:
- exact personal details (first and last name, date and place of birth),
- Address abroad,
- The serial number of the passport is desirable.
- Natural people:
- ID card or passport,
- Evidence of financial capacity:
- Notices regarding child benefit, child supplement and/or parental allowance
- Employees:
- Wage or salary certificate or salary statement for the last month.
- Pensioners:
- current pension certificate
- Self-employed and freelance persons:
- last tax assessment (up to June of a year, the tax assessment from the year before last, from July of a year, the tax assessment from the previous year) and
- current profit and loss account as proof that the activity is still being carried out,
- or other evidence showing monthly net income or current monthly net profit (e.g. certified by a tax advisor).
- In the Altona and Blankenese locations, please also contact the Foreigners' Affairs location for declarations of commitment for self-employed persons.
- Recipients of unemployment benefit:
- last approval notice
- Legal persons
- Extract from the commercial register (not older than 3 months),
- Profit and loss statement or other evidence (presentation by the managing director or an authorized representative).
- The inviter must appear in person.

- Representatives of legal entities can contact the location for residents' affairs responsible for the legal entity's registered office or the location for residents' affairs responsible for their place of residence. You can find out the exact jurisdiction by entering your registered address in the field above.
A declaration of commitment can be applied for a maximum of 6 months before the first day of the visit.
- Please note that the Department of Foreigners’ Affairs is responsible for the Billstedt and Bergedorf locations.

- A declaration of commitment cannot be made by the following persons: recipients of benefits under the Asylum Seekers Benefits Act, the Social Code II, the Social Code XII or those receiving a scholarship. Nor by foreigners if they have the following: toleration, fictitious certificate, residence permit, visa under the Residence Act or the Visa Code, short-term residence permits.
