You can also apply for a passport outside your main residence or if you do not have a permanent address.

As a rule, you must apply for a passport at the competent authority in your main place of residence.

In certain cases, it is possible to apply for a passport at another location, for example, because you are temporarily staying in another city. To issue a passport, the competent authority at the location of your application must obtain approval (passport authorization) from the competent authority at your primary residence. Whether the application is approved outside your place of residence is at the discretion of the competent authorities. There is no legal entitlement.

Even if you don't have a permanent residence, you can still apply for a passport. You must submit an application to the relevant authority in your place of residence.

• You have German citizenship.
• You are staying in Germany at the time of application.
• You apply for your passport in person.
• If you are not yet of legal age: The consent of the person(s) with custody has been obtained and they will accompany you to the application process.

• You write an email with your request to the responsible department and provide the following information:
  • name
  • First name
  • Date and place of birth
  • Last or current registered address
  • Telephone number
• The responsible office will contact you by telephone for a preliminary discussion.
• In the preliminary consultation you will receive advice on your concerns and the current requirements.
• The competent authority requests the passport authorization from the competent passport authority.
• After receiving the passport authorization and fulfilling your individual requirements (for example, an official certificate of good conduct), the responsible office will arrange a personal appointment with you.
• You will appear in person at the appointment - if necessary together with all other relevant persons - and apply for the passport by presenting the necessary documents.
• Your index finger fingerprints will be scanned and stored electronically (only for people who have already reached the age of 6).
• The passport will be ordered for you from an external agency.
• You will receive a collection slip with which you can collect the passport.
• You pay the fees.
• Use the QR code on the collection slip to find out when your passport is ready for collection.
• You or a person authorized by you will collect the passport and, if necessary, hand in your old passport for destruction or invalidation.

The processing time depends on the individual case.

• If you have no permanent residence and are submitting your application in Hamburg, you must apply for an official certificate of good conduct for presentation to an authority (certificate type OB) at Hamburg Service - Mitte location.
• Starting in May 2025, you will only be able to submit the required passport photo digitally. You can take the photo directly at the responsible office or with a professional photographer. The photo will then be transmitted securely electronically to the responsible office. The Federal Ministry of the Interior aims to prevent manipulation.
• During the summer holidays, there is a high volume of applications, which the authorities cannot fully process. Therefore, we recommend checking with authorities in your area of residence or in other municipalities.
• Remaining passports (passports of the Free and Hanseatic City of Hamburg that have not been collected) can only be collected by prior appointment.
