If you want to build, modify and/or change the use of a structure, you need a building permit.

For the

• construction,
• Change (e.g. conversion),
• Change of use (for example, conversion of a shop into an apartment)

You generally need a building permit to build buildings and other structures. You must apply for the building permit. You must have the building permit before you start any construction or alteration work.

The specific documents depend on the individual case. Depending on the type and scope of your application, different documents will be required from you. The responsible authority can inform you accordingly. You will also be informed accordingly when applying via the online service.

• You want to build or modify a structure.
• You have a person with building permit authorization at your side. This could be an architect or a civil engineer, for example.

In the case of new buildings, conversions and extensions, the fees are based on the eligible costs or the production costs.

The processing time depends on the scope of the project applied for and the type of procedure chosen and can take 1-3 months after the required documents have been submitted in full.

A complete building application is an essential prerequisite for the smooth running of the process. An application may only be submitted by a person authorized to submit building plans (usually an architect or a civil engineer).

When applying for a building permit, you can choose between the simplified procedure and the concentrated procedure. In the simplified procedure, it is your responsibility to obtain any other necessary permits from other authorities. You must check for yourself whether all legal areas of the building regulations and ancillary building law are complied with. If you want to have everything from a single source, you should choose the concentrated procedure.

If there are doubts about the basic approval of the building project, you can have these clarified at an early stage with a preliminary building permit. However, this only answers individual questions and does not replace the required building permit.

Advice outside of ongoing approval procedures is subject to a charge.

In Hamburg, as of January 1, 2024, all applications in the following procedures must be submitted via the online service “Building Application 2.0”. Submitting an application in paper form is no longer possible.
