Basically:
The city cleaning department is responsible for removing snow and ice from roadways, and residents are responsible for sidewalks.
If it is a sidewalk without adjacent residents, then the city cleaning department is generally obliged to clean the sidewalk if these paths have been communicated to the city cleaning department as traffic-important paths to be sanded.

Eviction by the city cleaning department:
The winter service of the city cleaning includes scattering and clearing
- on sidewalks that are important to traffic without residents (e.g. on bridges, on sidewalks along parks or green spaces, on watercourses),
- at around 4,000 bus stops (excluding bus stations)
- on approaches to public transport stops,
- on approx. 180 kilometers of selected cycle paths in the inner-city area including two smaller networks in Harburg and Bergedorf,
- on selected traffic routes in green spaces.

Exceptions:
- residential and side streets
- Walkways on or in green and recreational areas for which there is no mandatory cleaning obligation under the Hamburg Roads Act

Eviction by residents / landowners
Every property owner must clear the property's own and the adjacent public footpaths from snow and ice in good time:
- Snow is to be cleared immediately after the snowfall has ended,
- Smoothness is to be sprinkled immediately after entry
(at least 1 m wide, for corner lots up to the curb). - If the snowfall continues after 8 p.m. or snowfall, black ice or ice occurs afterwards, the removal must be carried out by 8.30 a.m. on weekdays and by 9.30 a.m. on Sundays and public holidays.
The connection of the sidewalk to the bus stop, pedestrian crossing, tunnel or bridge must also be freed.
Danger:
- Snow must not be pushed onto the roadway or cycle path.
- Street gutters and gullies are to be cleared when there is a thaw.
- Road salt may not be used on Hamburg sidewalks.
- Sand, grit or other environmentally friendly materials with a deadening effect should be used.
If it remains slippery despite spreading and clearing, the ice must be removed mechanically.
