If you want to engage in communal cultivation and distribution of cannabis within cultivation associations, you need a permit.

Under certain conditions, you have the option of growing and distributing cannabis. Individuals are only allowed to do this to a very limited extent. Alternatively, you can join a cultivation association. These associations are allowed to grow cannabis and distribute it to their members if they have received prior approval from the relevant authority.

If you are a representative member of a cultivation association, you can apply for a permit to cultivate and distribute cannabis collectively. This permit is necessary if your association wants to cultivate cannabis for its members' personal consumption and distribute it to its members.

The permit applies exclusively to the cultivation association (members, board) and the areas specified in the application. The permit is necessary to ensure that the cultivation and distribution of cannabis takes place within the legal framework.

Your cultivation association must meet legal requirements to receive permission. These include compliance with safety standards, a health and youth protection concept and precise details of the people involved in cultivation and the cultivation areas.

As a cultivation permit, you will receive permission to grow and distribute cannabis if the following legal requirements are met:

• The persons authorized to represent the cultivation associations have full legal capacity and the reliability required to handle cannabis, cannabis seeds and cuttings
• They ensure that the cannabis, cannabis seeds and cuttings within their possession are adequately protected against access by children, young people and unauthorized third parties
• They ensure compliance with the other provisions of this Act and the regulations issued pursuant to this Act

If all requirements are met you will receive permission

The number of members is limited to 500 people. All members of the cultivation association are at least 18 years old and have been resident or habitually resident in Germany for at least six months. Cultivation associations must stipulate a minimum membership period of three months in their statutes. The cultivation association maintains a minimum distance of 200 meters from schools and other children's and youth facilities as well as playgrounds.

The amount of the fee is calculated according to the effort involved and determined according to the fee schedule.

• Complete the application completely and submit it together with all required documents via the online service.
• The documents you submit will be checked for completeness.
• It will be checked whether all legal requirements are met.
• If necessary, you will be asked to provide missing documents.
• If all requirements are met, you will receive permission to grow and distribute cannabis communally in your cultivation association.
• You will receive a written notification.

Once you have provided all the necessary information and evidence, processing usually takes up to 3 months.

You need permission before you can grow cannabis and distribute it to your members.
The permit is limited to a period of seven years. You can apply for an extension after at least five years have passed.

The permit may only be issued to non-commercial cultivation associations. That is, cultivation associations whose sole purpose is the collective, non-commercial cultivation and distribution of cannabis for personal consumption by and to members, the distribution of propagation material and the information of members about cannabis-specific addiction prevention and advice.

The permit may be subject to conditions that you must observe.
