If you wish to operate a vehicle on public roads, it must be registered.
Registration is granted if the vehicle conforms to an approved type or an individual permit has been issued. An official license plate is assigned, the registration certificate is issued and the license plates are stamped.
From 01.10.2019, the new registration of a vehicle is also possible online under certain conditions. Further information on "internet-based vehicle registration" is available on the website of the Federal Ministry of Transport and Digital Infrastructure (see under "i Where can I find out more?").
- valid identity card, passport or electronic residence permit (eAT) as well as the original national passport of the applicant vehicle owner
- in case of representation with written power of attorney

In the case of payment arrears, the registration authority may not register the vehicle until these have been settled. - No motor vehicle tax arrears (including ancillary tax payments, e.g. interest, late payment surcharges).
Motor vehicle tax accounts are verified by the registration authority as part of the processing of the registration application. Registration only at the main residence of the owner
Proof of the right of disposal of the vehicle owner to be registered:
- in the case of first-time registration of vehicles with EC type approval:
- the registration certificate Part II and
- the certificate of conformity (COC paper)
- for the first-time registration of vehicles with national type approval:
- the registration certificate Part II with registered type as well as variant/version key number according to § 20 para. 3 sentence 6 StVZO or
- data confirmation according to § 20 para.3.a sentence 1 StVZO
- in the case of vehicles with EC type approval (EC certificate of conformity = COC paper) or with national type approval (ABE = general operating permit) or with individual approval or an expert opinion in accordance with § 21 StVZO from an officially recognized expert for motor vehicle traffic, for which no registration certificate Part II or vehicle registration certificate has been completed to date, additionally:
- the purchase contract or the original invoice as well as
- if applicable, the customs receipt/customs clearance certificate, provided there is no intra-Community acquisition (i.e. in the case of import from a non-EU country)
- An application for registration must be submitted to the registration authority. The application can also be made by a representative (e.g. car dealer) with a written power of attorney.
- If a desired license plate is desired, reservation, even before the new registration in person, in writing or by telephone and as an online service via the Internet can be made.
- The insurance company is automatically informed by the registration authority about the allocation of the license plate.

Tip:
License plates can be produced during the registration process. Private providers have set up near the registration authorities for this purpose. The cost of the plates is not included in the fees. The license plates are stamped by the registration authority, i.e. they are provided with stickers for the main inspection and the registration district.
On July 1, 2010, an amendment to the Motor Vehicle Tax Act came into effect. The following changes apply to registrations from 1.7.2010:
- When registering a vehicle, a SEPA direct debit mandate for the collection of the motor vehicle tax is required. A SEPA direct debit mandate issued for the first taxation is also valid for subsequent years.
- As of 1.7.2010, export license plates are subject to vehicle tax. The vehicle tax must be paid upon registration for the duration of the validity of the export license plate (SEPA direct debit mandate). The minimum taxation period is one month.
Paragraphs 3 and 4 of the Vehicle Registration Ordinance (FZV) regulate which vehicles are subject to registration.
- Vehicle tax exemption or reduction as a result of severe disability:
- Severely disabled people with the mark "H", "BI" or "aG" in their severely disabled ID card continue to be exempt from vehicle tax. Based on the proof in their ID card, they do not have to submit a direct debit authorization. Further information is available from the main customs office in Bremen. - electronic confirmation of insurance (eVB):
- You can obtain the confirmation of insurance regarding your motor vehicle liability insurance from the insurance company of your choice. In most cases, you can request the insurance confirmation by telephone from your insurance company.
Since March 1, 2008, the insurer can give you an insurance confirmation with a 7-digit alphanumeric VB number, which the registration authority uses to retrieve the insurance data electronically from the central database of the German Insurance Association.
If, in the course of registration, it becomes necessary to issue a registration certificate Part II (formerly vehicle registration certificate) for the first time, the vehicle must always be identified by the registration authority by presenting the vehicle.
