Anyone wishing to hold an outdoor event on public streets or squares requires a permit from the Public Order Office (so-called special use permit pursuant to Section 18 of the Bremen State Roads Act).
Typical examples of such events are music events, stand-up concerts (for more than five people), cultural events, sports events and information events.
Especially if you would like to hold an event in the city center (e.g. market square or Domshof), it is advisable to first contact the Public Order Office by telephone so that it can be clarified whether the desired area is available for the planned date.
The organizer is responsible for cleaning the area used and for the costs of any necessary traffic signs.

The area may only be used after written permission has been granted. The special use of the public land without a special use permit is against the regulations and can be punished with a fine in accordance with § 48 paragraph 1 No.1 of the Bremische Landesstraßengesetz.
The application should be submitted at least 1 month before the start of the event. If the application is submitted at short notice, it cannot be guaranteed that the special use permit will be issued in time due to the necessary involvement of other authorities.
- The application can be submitted in person or in writing (letter, e-mail, fax) to the Ordnungsamt. The following information is required:
- Details of the applicant (first and last name, address, telephone number/mobile number, e-mail address if applicable).
- Details of the event manager (first and last name, address, telephone number/mobile number)
- Event concept (location, date, times, scope, purpose and type of use)
- Layout plan or sketch of the structures on the site (to scale)
- If applicable, organizer's liability insurance
- If applicable, a formal safety concept
