In order to be allowed to set up gambling devices that offer the possibility of winning, you need a special permit.

Anyone wishing to set up gaming machines on a commercial basis which are equipped with a technical device that influences the outcome of the game and which offer the possibility of a prize requires a permit in accordance with Section 33c of the Trade, Commerce and Industry Regulation Act (Gewerbeordnung).

The permit only authorizes the installation of gaming machines whose design has been approved by the Physikalisch-Technische Bundesanstalt. It may be subject to conditions, also with regard to the place of installation, insofar as this is necessary for the protection of the general public, guests or residents of the respective premises or neighboring properties, or in the interest of the protection of minors. For the same purpose, the subsequent inclusion, amendment and supplementation of conditions is also permissible.

A permit pursuant to Section 33c of the German Trade, Commerce and Industry Regulation Act (Gewerbeordnung) requires that the person setting up the display be reliable under trade law.

Anyone wishing to set up commercial gaming machines with the possibility of winning in the municipality of Bremen must apply for a corresponding permit from the Senator for Economics, Labor and Europe, Department of Commercial Affairs, before commencing operation. Only when the application has been received in full by the responsible office can the processing of the application begin. Please allow 8-12 weeks for the permit to be issued.

All applicants are advised to contact the responsible office in advance. Appointments can also be made outside of regular opening hours by appointment.

In order to be allowed to set up gambling devices with the possibility of winning, a confirmation of suitability for the place of installation is required in addition to the personal permit.
