Grants are payments from budget funds of the City of Bremerhaven that are made available to bodies outside the administration to fulfill specific purposes in accordance with the budget on a one-off or ongoing basis. In principle, grants have the character of a voluntary payment. Applicants are therefore not legally entitled to receive a grant.

Grants must be earmarked for a specific purpose and may only be awarded if

• there is a significant municipal interest in the purpose of the grant,
• the overall financing is ensured within the framework of the principles of economic efficiency and economy,
• the proper management of the grant recipient is beyond doubt and proof of the use of funds appears to be assured.
