An application for a residents' certificate must be submitted to the responsible municipality in due form and time.

The Bremerhaven Building Department can only issue residents' certificates for the city of Bremerhaven excluding the fishing port area. The fishing port area is managed by the Fischereihafen-Betriebsgesellschaft mBH.
