To enable severely disabled people to park in specially marked parking spaces, they can apply for parking relief.
Severely disabled people with the characteristics aG (exceptionally disabled) or Bl (blind) can apply for parking permits that entitle them to park in specially marked parking spaces, provided there is no other parking option within a reasonable distance.
This includes the following parking spaces:
- Parking spaces with an additional sign "wheelchair user symbol" (so-called disabled parking spaces),
- Restricted stopping ban (up to three hours, the arrival time must be shown on a parking disk),
- No parking zones (beyond the permitted parking time), time-limited parking spaces (beyond the permitted time),
- pedestrian areas where loading and unloading is permitted for specific times (during loading times),
- in parking lots for residents (up to 3 hours),
- in places with parking meters and parking ticket machines without charge and time limit,
- in designated traffic-calmed areas outside the marked areas without obstructing through traffic.
- Passport photo (except for children under 6 years)
- If necessary, proof of official guardianship from the local court
- Severely disabled person's pass with front and back or assessment notice from the AVIB
- Existence of a severe disability
- exceptional walking disability (mark aG),
- bilateral amelia or
- phocomelia or
- with comparable functional limitations and blind people (mark Bl)
- An application can be submitted informally by e-mail, fax, post or in person at the road traffic authority.
- A new application must be submitted to extend the exemption.
- For a child or a person under legal care, the application must be submitted by the legal representative.
- The original passport photo must always be submitted.
Please note that the processing time for special permits and applications for resident parking is currently 2 to 3 weeks.
The exemption is valid for as long as the severely disabled person's pass, but for a maximum of 5 years.
The exemption can be extended after the period of validity has expired.
- The parking permit must be clearly visible behind the windshield. The original of the exemption permit must always be carried.
- The parking permit is valid throughout Europe.
- An exemption permit can also be issued for the aforementioned groups of people who do not have a driving license, which is then displayed in the respective vehicle.
- A personal disabled parking space (home, workplace) can be applied for separately. In contrast to the parking permit, there is no legal entitlement to an individual disabled parking space.
- A parking space can be reserved individually for a specific person with a severe disability if there is a shortage of parking spaces, a parking space is not available in reasonable proximity, there is no stopping ban and a temporary special parking right (e.g. for the workplace) is not sufficient.
