Recognition of a test facility according to § 8 of the Plant Protection Products Ordinance (PflSchMV)
A test facility is an official or officially recognized facility with organizationally independent, own material and personnel equipment for the purpose of carrying out tests to determine the efficacy of plant protection products. Experimental facilities operated or established by a private or public body may be officially recognized upon application.

For this procedure, you can use the service of the Single Point of Contact (Einheitlicher Ansprechpartner). They will guide you through the administrative procedure, take care of correspondence with all the offices responsible for your request and will be available to you as a competent advisor.
- There is no prescribed application form.
- The application for official recognition is informal.
- Evidence proving that the above-mentioned requirements are met must be attached to the application as annexes.
The test facility must meet the following requirements:
- The trial facility is headquartered in Saxony.
- A permanent experiment manager is employed who has completed a university or technical college degree in the field of agricultural, horticultural or forestry science or comparable sciences and has at least two years of professional experience in carrying out corresponding experiments.
- A suitable deputy for the experimenter has been named.
- A sufficient number of qualified employees are employed.
- There are suitable options for carrying out the experiment properly:
- Sufficient number of rooms
- Laboratory and field equipment
- Sufficient experimental areas and
- if necessary, greenhouses and climate chambers must be available.
- The testing guidelines to be used are known to the staff and are available.
- A list of ongoing and completed trials is maintained for approval purposes.
- All recordings made during the experiment are kept.
- The application for official recognition must be submitted in writing to the responsible department
- The responsible department shall carry out an inspection of the test facility before granting recognition.
- After granting the recognition, the authority issues a corresponding certificate to the test facility.
The recognised testing facility shall be obliged to notify the competent authority immediately of any changes in the persons referred to in paragraph 3 sentence 2 numbers 1 and 2.
The competent body may require a recognised testing facility to provide it with information on ongoing and planned trials, in particular on the plant protection product to be tested and the trial location.
