If you buy a used vehicle abroad or move to Germany with a vehicle registered to you abroad, you must apply for registration for this vehicle.
Registering a vehicle that was previously registered abroad is more complicated than registering a new vehicle or transferring it, as more documents are required.

Further documents may need to be submitted, e.g:
- if you are represented by a third party: your written power of attorney and your identity document (original); the authorized representative must be able to identify himself with his valid identity card/passport.
- in the case of admission of minors: the written declaration of consent of the legal guardians and their identity cards (in the original); if necessary, a certificate of sole custody (so-called "negative certificate") for single parents

- only to the place of residence - the main place of residence in the case of multiple residences - or the registered office/branch office of the applicant
- as a company vehicle if the company is entered in the German commercial register or trade register.

The original test report in accordance with § 29 of the Road Traffic Licensing Regulations (StVZO) must be submitted. - in the case of used vehicles for which EC type approval has been granted, only after an inspection in accordance with § 29 StVZO has been carried out.
It does not apply if a valid inspection certificate in accordance with Directive 2009/40/EC on roadworthiness tests for motor vehicles and their trailers from another EU or EEA member state can be presented. A translation into German must be submitted for the foreign test report.
The fee is charged in accordance with the German Road Traffic Fee Regulations (GebOSt). The amount depends on various factors. Information can be obtained on a case-by-case basis from the local licensing authority.
As the owner, you must apply for the registration of your vehicle at the responsible registration authority. You can also appoint a representative with a written power of attorney. It is important that the power of attorney also contains your consent to the disclosure of vehicle tax-relevant data to the authorized representative.
In order to complete the procedure quickly, it is particularly important to submit all the necessary documents to the authority as completely as possible. You may also have to present the vehicle to the registration authority for an identity check. This is particularly necessary in cases where the registration certificate part II (vehicle registration document) cannot be presented.
If nothing stands in the way of registration, the license plates are stamped, i.e. stickers for the main inspection and the registration area are affixed. The foreign registration certificate is confiscated.
If you have vehicle tax arrears or arrears of fees and expenses from previous registration processes, the registration authority will refuse registration until you have paid these.
If someone is registering your vehicle on your behalf, the authorized representative must present a written power of attorney from you. This must also contain a declaration of consent that the registration authority may inform the authorized representative of any outstanding fees and expenses.

In Mecklenburg-Vorpommern, the registration authorities are the district councils, (senior) mayors of the independent towns and the large towns belonging to the district (registration authority). The authority with local jurisdiction is the authority of the place of residence or, in the case of several residences, the place of the main residence or, in the absence of such, the place of residence of the applicant or person concerned. Jurisdiction is based on the place of residence of the vehicle owner (main residence according to the identity card).
