Anyone running for a seat on the district council or city or municipal council must meet the eligibility criteria. Proof of this must be provided when submitting nominations.

All Germans in accordance with Article 116 Paragraph 1 of the Basic Law and all nationals of the other Member States of the European Community (EU citizens) who, on election day

1. have reached the age of 18,
2. have had their residence in the electoral area for at least three months according to the population register, their main residence if they have more than one residence, or otherwise habitually reside there without having a residence,
3. are not excluded from the right to vote.

Anyone who has been convicted by a German court of law and is therefore unable to hold public office and obtain rights from public elections is not eligible to vote. Citizens of the Union are also ineligible if they are not eligible to vote as a result of an individual civil or criminal law decision in their home Member State.

Candidates must apply for a certificate of eligibility themselves at the electoral authority or registration office of their sole or main place of residence or issue a written power of attorney (to the party or voter group submitting the election proposal or another person).
The power of attorney can be issued with the declaration of consent to the election proposal "Annex 4 Form 4.1.3 Page 2" of the State and Local Election Code (LKWO M-V) or in the election proposal of the individual candidacy "Annex 4 Form 4.2 Page 2" LKWO M-V.

The application for a certificate of eligibility can be made

• in person,
• informally in writing,
• informally by e-mail or
• in the electronic application procedure (if activated for the respective city/municipality)

can be made.

If all requirements are met, the municipal authority (electoral or registration authority) will issue the certificate of eligibility. If the certificate was applied for by email or using the electronic application procedure, the registration authority sends the certificate to the candidate's address listed in the population register. From there, it must then be attached to the election proposal before it is submitted to the election management.

Submission together with the other nomination documents to the district electoral authority (for district council elections) or to the municipal electoral authority (for municipal council elections) by 4 p.m. on the 75th day before the election.

In accordance with Section 14 of the State and Local Elections Act (LKWG M-V), the district electoral administration or the city or municipal electoral administration calls for the submission of nominations as early as possible after the day of the election by means of a public announcement.
