Approval may only be granted if an application for permission to discharge wastewater has already been submitted to the competent authority and all necessary requirements have been met.

The required documents depend on the wastewater (precipitation water, wastewater, combined wastewater) that is to be discharged into the surface water and / or via the subsurface into the groundwater.

Permission may be granted (discretionary) if

• a permit application has already been submitted
• a decision in favor of the discharger can be expected
• there is a public interest in the early start or a justified interest of the user

and the discharger undertakes to compensate for all damage caused by the discharge until the decision is made and, if the discharge is not permitted, to restore the previous condition.

An administrative fee must be paid to the respective federal state for the administrative service Admission Early Start. The administrative fee is based on the respective state's regulations on administrative fees.

The processing time depends on the quality and volume of the applications and documents submitted.

The application must be submitted at an early stage, as any discharge of wastewater into surface water and / or via the subsurface into groundwater may not take place until approval of the early start has been granted.

An appeal against the admission may be lodged within one month of notification.
