If you want to use a body of water, you generally need a permit or authorization. Until the permit or authorization is issued, the authorities may allow you to use the water beforehand.

If you wish to use a body of water before the permit or authorization has been issued, you will need an approval from the competent authority.

If you wish to use a body of water, you must apply for a permit or authorization. If you are unable or unwilling to wait until the permit or authorization has been issued, the competent authority may allow you to start using the water body early. You must apply for this.

Authorization is granted if

• a permit or authorization application has already been submitted,
• a decision in favor of the applicant can be expected,
• there is a public interest or a legitimate interest of the applicant in the early start
• and the applicant undertakes to compensate for all damage caused by the use up to the time of the decision and, if the use is not permitted or approved, to restore the previous condition.

• You undertake to make good any damage caused by the use up to the time of the decision and, if the use is not permitted or authorized, to restore it to its previous state

• You will receive a notice of approval from the competent authority and, if applicable, an invoice for fees
• You pay the invoice, if applicable
• You can start using the water body early

The processing time depends on the quality and scope of your submitted applications, the documents submitted, the procedure to be carried out and the processing status of the permit or approval application.

The processing time is at least one month and depends on when additional documents are submitted.

You may only start using a body of water once early commencement approval has been granted, meaning that the application for early commencement approval must be submitted in good time, at least one month before the body of water is used.
