§Section 23 (6) of the First Ordinance to the Explosives Act (1.SprengV)

If you are planning or want to perform with pyrotechnic objects such as fireworks in film, musical and television venues as well as in theaters and at concerts, you must apply for a permit.

You require a permit for testing and demonstrations in the presence of visitors and performers if you

• are planning a stage performance with pyrotechnic effects or flammable acts or
• want to demonstrate explosive substances or flammable acts in film and television production facilities.

If applicable, proof of the certificate of competence or proof of permission

Type and scope of the pyrotechnic effects

Details of the event:

• Venue
• Venue address
• Event date and time
• Occasion
• Planned security measures
• Details of the applicant
• Details of the organizer
• Information on the type and scope of the pyrotechnic effects
• Site plan with positions of the planned pyrotechnic effects
• Sequence and schedule of the planned pyrotechnic effects
• Information on the time for testing the effects in the venue/building
• Details and description of the fire-hazardous effects without pyrotechnics
• The name of the owner/operator of the event venue and, if applicable, their representative for fire protection with names, addresses, mobile numbers and e-mail addresses as well as their consent to the pyrotechnic demonstration being carried out to the extent requested.

• You must be of legal age to obtain a permit.
• For T1 category effects, you no longer need to meet any further requirements.
• A permit or certificate of competence is required for T2 category effects

Fees are based on nds. AllGO No. 29.2.3 Approval in accordance with § 23 Para. 6 for the rehearsal or for the performance in the presence of performers or visitors according to time spent, but at least 40 and at most 500 EURO

You can apply in writing and online for the approval of pyrotechnic articles for testing and demonstration in the presence of visitors and performers in television, musical and film venues as well as in theaters and at concerts. The application is submitted to the competent authority.

If you wish to apply for a permit in writing:

- Once the application has been received, it will be formally checked and any missing documents will be requested.

- The eligibility for approval (certificate of competence/permit in accordance with the Explosives Act, effect devices, distances, etc.) will be checked.

- If the application and the documents submitted are not approved, the pyrotechnician and the person submitting the application will discuss any necessary changes. If the examination is passed, an appointment will be made to test the pyrotechnic effects and/or flammable acts in the presence of the pyrotechnician.

- Conditional approval is granted.

- The effects are tested and an acceptance report is drawn up on site. The permit is now issued in full.

The permit must be applied for at least 2 weeks before the date of the stage performance.
