Pupils who are so severely impaired in their educational, developmental and learning opportunities can apply for a special educational assessment procedure to be carried out.
Support is a fundamental principle of education in all types of schools. It is the task of all teachers to ensure age- and development-appropriate support. Special educational support extends general support. In particular, it is intended to support pupils through individual assistance in the development and unfolding of their mental, emotional, physical and social abilities, their talents and inclinations. Special educational support has the task of enabling pupils to live, learn and act independently and together, taking into account their individual abilities.
The need for special educational support is to be assumed for pupils who are so severely impaired in their educational, developmental and learning opportunities that they cannot be adequately supported without special support.
Special educational needs vary and can be present in the following areas:
- Learning
- language
- Emotional and social development
- vision
- hearing
- Physical and motor development
- Mental development
- Autistic behavior
The standardized diagnostics in the special educational assessment procedure determine whether special educational needs exist in the above-mentioned special educational focuses. In principle, the special educational focus is named in the result of the assessment procedure and documented in the decision.

If it can be assumed that the pupil is so severely impaired in their educational, developmental and learning opportunities that they cannot be adequately supported without special support.
- First, an application for the determination, modification or termination of special educational needs is submitted to the regional state education authority.
- The state education authority commissions the responsible special educational support and advice center to carry out the assessment procedure.
- The assessment procedure is carried out by a support committee and is usually divided into
1. the basic assessment of special educational needs (level I) and
2. the support-diagnostic learning observation (level II).
- The support committee then draws up an educational recommendation.
- The state education authority then decides, taking into account the parents' wishes, on the basis of the educational recommendation of the support committee after carrying out stage I or stage II, whether and which special educational needs exist. If this is the case, the state education authority decides on
1. the place of learning,
2. the grade level,
3. the framework curriculum to be used,
4. the content of the support and
5. if necessary, whether compensation for disadvantages is to be granted.
With the decision of the State Education Authority, the pupil with the corresponding special educational needs is admitted to the assigned school and the school relationship is established.
Depending on the pupil's year level, deadlines for admission to the first (enrolment, Ü1) or seventh year level (Ü7) must be observed.
- If necessary, a special educational assessment procedure can be carried out upon request in accordance with §3 of the Ordinance on Teaching and Education for Pupils with Special Educational Needs (SopV).
