Would you like to operate a training center for the accelerated basic qualification and further training in road haulage and passenger transport? Then you can apply to the competent authority.

Professional drivers must have special knowledge in addition to their driving license. They can acquire this knowledge, for example, with the accelerated basic qualification or further training at a recognized training institution. This applies to drivers in road haulage and passenger transport with driving license categories

• C1, C1E, C or CE
• D1, D1E, D or DE

If you want to run such a training center, you need a recognition certificate from the competent authority.

You submit the application in writing or in electronic form to the competent authority. You are not allowed to start the activity before you receive the positive notice of recognition.

The notice of recognition defines, subject to special provisions

• the recognized training program
• the approved trainers
• the approved rooms in which classes may be held
• the maximum number of participants permitted in each case

Your training center will be monitored by the competent authority in accordance with state law. This authority can take all necessary measures for this purpose. An on-site inspection is carried out at least every 2 years. You are therefore obliged to notify the authorities that you are conducting the course.

Recognition can be revoked if you, as the person responsible, grossly violate your obligations. In certain cases, recognition must be revoked.

You must submit the following documents in any case. Ask the competent authority whether further documents are required.

• Application for recognition as a training center
• Training program with the following content:
  • the subject areas taught on the basis of the areas of knowledge listed in Annex 1 of the Ordinance on the Implementation of the Professional Driver Qualification Act (BKrFQV)
  • the planned implementation of the lessons
  • the teaching methods
• evidence of the number, qualifications and areas of activity of the instructors
• evidence of the didactic and pedagogical knowledge of the trainers
• Information on the classrooms
• maximum number of participants planned for the respective classroom
• Information on the teaching materials
• Information on the teaching materials provided for practical training
• Information on the training vehicles used
• Proof of qualification for the instructors in the practical part, for example
  • Professional driver
  • Specialist in driving operations
  • Master of road transport
  • Master craftsman or master craftswoman for road traffic
  • Relevant experience, for example as a driving instructor for trucks or buses

When submitting the application, you provide evidence of the necessary prerequisites for teaching the required knowledge and skills, for example:

• You have sufficient teaching staff in relation to the trainees.
• Your teaching staff is appropriately qualified.
• You have suitable classrooms.
• You provide sufficient teaching materials to carry out the lessons.
• You provide evidence of your personal reliability and that of your representatives.

• Appeal against refusal of recognition:
  • If necessary, preliminary proceedings or action to compel
• Appeal against revocation of recognition:
  • Appeal without suspensive effect
  • Action for annulment without suspensive effect

• If goods or passenger transport is carried out on public roads, drivers with the following driving license categories must provide proof of professional driver qualification in the form of a driver qualification certificate in addition to their driving license:
  • C1, C1E, C or CE
  • D1, D1E, D or DE
• Professional driver qualification can be basic qualification, accelerated basic qualification or further training
• Exemptions apply, for example for the German armed forces, fire department or police
• Training centers for the accelerated basic qualification and further training must be recognized by the competent authority under state law
• personnel and material requirements are necessary to impart the required knowledge and skills:
  • sufficient teaching staff in relation to the trainees
  • suitable classrooms
  • sufficient teaching materials for carrying out the lessons
  • personal reliability of the applicant and representatives
• Application must be made in writing or in electronic form
• A positive notice of recognition is required
• Lessons may not take place outside the recognized classrooms
• Training centers are inspected on site by the competent authority at least every 2 to 4 years
• Recognition can or must be revoked if a responsible person acts in gross violation of the obligations of the Professional Driver Qualification Act or an ordinance issued on the basis of this Act.
