Significant changes in a distance learning course must be approved by the State Central Office for Distance Learning (ZFU).
Substantial changes exist if the content, duration or objectives of the course have changed beyond the usual course maintenance, for example a change in the relevant legal standards.

- Teaching and learning material affected by the change
Approval shall be deemed to have been granted unless a decision on approval has been taken, as a general rule, within three months of receipt of the complete dossier.
